I had my 2+2 strobe balanced on the car years ago b/c the high speed balancer just wasnt cutting it and car was shaking at certain speeds. Doing it on the car takes into account the balance of the rotor and hub, which cannot be accounted for otherwise (I guess you could balance them separately off the car). If you balance wheels on the car the wheel and hub both need to be marked to ensure you get it back on the same way should you remove the wheel. Any time you dismount a tire, it always needs to be rebalanced, regardless of the method. Definitely better if you can get them balanced off the car with no harmonic shimmy while driving. Strobe balancing is sometimes a last resort and should only be done by someone who has the talent and know-how to do it properly. They often need to true the tires very slightly to get them perfectly round (even brand new tires are sometimes very slightly out of round--hopefully less common in higher end tires, but not necessarily). Also, make sure they are using stick-on weights on the hub, and not putting crimp-ons on the outside of the rim, which can be potentially damaging.
